Auto-send first-touch when score ≥

Parked in May 4 hybrid mode. Existing account thresholds are preserved, but first-touch auto-send is suppressed until the current experience is re-enabled.

Off = every first-touch waits for human moderation. Auto-send fires 12 minutes after submission when the lead scores at or above that threshold and enrichment exists with no true hard-DQ flag. Lower-score leads use the qualification/info request draft instead of the ICP-verified pitch.
